3. SUMMARY
The numerous blunders and inconsistency in implementation of agrarian
reforms led to drastic deterioration of agrarian production, and rapid growth of
unemployment (section 1.1, 1.2, 2.2). Food stuff consumption by the population
dropped below critical level (section 1.2). Not only supply fell, but also did
demand, due to falling income of the population. The rates of poverty related
diseases are skyrocketing
(section 1.2 ).
The living standards of Ukrainian population are continuing to decline,
which triggers growth of social tension in the country. Under worst-case
scenario, such development of reforms can result in social explosion and total
discredit of structural modification of agrarian sector, and, consequently, in
return to a direct control system (section 1.1, 1.2).
From the other hand, the number of personal part-time farms, small- and
medium-size farms, large private leasholds is rapidly growing on the basis of
reformed collective farms. This strengthens the base of reforms and creates
demand for consulting services. Because of the specific features, in order to
operate efficiently, small- and medium-size agricultural enterprises require
scientific, technological, accounting, legal, and marketing assistance (section
2.2).
The internal territorial discrepancies in the level of social and
economic development, living standards of the population, employment, conditions
of business, development of infrastructure largely influence the course of
reforms. On the basis of these features, compensator mechanisms of reforming,
which permit to solve crucial social problems in today’s transition period,
are designed (section 1.3).
Kharkiv
region has a number of advantages for launching such mechanisms comparative to
other regions. Foremost among them are as follows (section 2.1):

favorable geo-economic location, particularities
of climate;
ü
sufficient natural and labor resources;
ü
high enough level of managing agricultural
production;
ü
rather balanced levels of development of
industrial and agrarian sector of economy of the area;
ü
an advanced network of scientific and
educational institutions (section 2.3);
ü
sufficient number of the processing enterprises;
ü
advanced storage facilities,
infrastructure ;
ü
comparative ecological purity of agricultural
production.
The
region exports food stuff in nearby industrial areas (Donetsk, Lugansk) and
Russia.
All
above mentioned points to that there are prerequisites in Kharkiv for creation
of an agrarian consult ting center, which will develop and implement effective
patterns of activities in agrarian consulting in Ukraine. Such experience is
extremely necessary for organizing similar activities in other regions (section
4).
